Terms of Use and Sale

The rules that apply when you use IciFlixy and order a top-up for an Algerian number.

Last updated: October 12, 2026

  • No customer account required
  • Secure payment via Stripe and OCPay
  • Failed top-ups resent or refunded

1. Who we are: legal notice and acceptance

The iciflixy.com website and the IciFlixy mobile apps for Android and iOS (together, the "Service") are published by Massi Labs.

Acceptance of these terms

These terms of use and sale (the "Terms") apply to your use of the Service and to every order placed through it. They are available on this page at all times. By placing an order, you confirm that you have read and accept the version of the Terms in force on the date of your order. If you do not accept them, please do not use the Service.

2. Description of the Service

IciFlixy is a prepaid mobile top-up service ("Flexy") for Algerian numbers on Mobilis, Djezzy and Ooredoo. From Algeria or from abroad, you can send credit or an operator offer to an Algerian number.

No customer account is needed. To order, you simply provide:

  • the phone number to top up;
  • the operator, then the offer or amount you choose;
  • an email address, where we send your receipt.

IciFlixy passes the top-up to the operator, which then credits the line (see Liability).

3. Placing an order

You choose the operator and the offer or amount, then enter the number to top up and your email address. The total price is shown before you pay. Your order is final once payment is confirmed.

Checking the number and operator

You are solely responsible for entering the correct number and operator. Please check them carefully before paying.

A top-up sent to a wrong number that you entered is credited by the operator to that number: it cannot be cancelled or recovered, and it is not refundable.

4. Prices, fees, currency and exchange rates

Prices include all taxes and include the IciFlixy service fee. The total price is confirmed before payment: it is the amount you pay, with no extra charge from IciFlixy. What the line receives (top-up amount or chosen offer) is shown when you order.

Currency

  • Bank card (Stripe): you pay in euros.
  • CIB or Edahabia (OCPay): you pay in Algerian dinars (DZD).

Exchange rates

When you pay in euros, the price reflects the euro to dinar exchange rate set by IciFlixy. This rate may change, but the price confirmed before payment no longer changes once your order is paid.

If your card is held in a currency other than the euro, your bank may apply its own conversion and fees, independently of IciFlixy.

5. Payment and fraud checks

You can pay with:

  • a bank card, through our provider Stripe;
  • CIB or Edahabia, through our provider OCPay.

Payments are processed directly by these providers on their secure pages. IciFlixy never receives or stores your card details.

Fraud checks

To protect our customers and the Service, orders may be checked. We may refuse or cancel an order if we suspect fraud, use of a payment method without its holder's permission, or misuse of the Service.

If a paid order is cancelled for one of these reasons before the top-up is sent, the amount paid is refunded to the payment method used, unless the law requires otherwise.

6. Delivery and failed top-ups

As soon as payment is confirmed, the top-up is passed to the operator, which then credits the line. Your receipt is sent by email.

If a top-up fails

A top-up can fail, for example because of an incident at the operator or because the line cannot receive the chosen offer. In that case:

  1. we first try to deliver the top-up you ordered again;
  2. if it cannot be delivered, your order is refunded in full to the payment method used, as described in Refunds and complaints.

7. Right of withdrawal

For distance purchases, French consumer law normally gives a 14-day right of withdrawal. This right does not apply to IciFlixy top-ups.

Article L221-28 of the French Consumer Code (Code de la consommation) excludes the right of withdrawal for services fully performed before the end of the withdrawal period (1°) and for digital content not supplied on a physical medium (13°), where performance has begun with the consumer's prior express consent and the consumer has waived their right of withdrawal.

A top-up is sent to the operator as soon as payment is confirmed, so it is performed immediately and in full. By confirming your order, you expressly ask for this immediate performance and acknowledge that you lose your right of withdrawal once the top-up is sent.

You keep your other rights, in particular to have a failed top-up resent or refunded (section 6) and to make a complaint (section 8).

8. Refunds and complaints

Refunds

When a refund is due (a top-up that could not be delivered, or an order cancelled by IciFlixy), it is made to the payment method used for the order, as soon as possible and within 14 days at the latest. Your bank or the payment provider may take a few more days to show it on your account.

A top-up delivered as ordered, including to a wrong number that you entered, is not refundable.

Complaints

To make a complaint, contact us with your order reference (shown in your receipt email), the number topped up and a description of the problem:

We check the order and reply by email.

9. The operator's role and our liability

What the operator is responsible for

Once the top-up is credited, how it can be used is governed by the operator and its contract with the line holder, including:

  • how long the credit or offer remains valid;
  • network coverage and quality;
  • the terms and rates for using the credit or offer, and how the operator counts or deducts credit.

IciFlixy has no control over these. For any question about them, please contact the operator directly.

Limits of our liability

IciFlixy undertakes to pass the top-up you ordered to the operator and, if it cannot be delivered, to resend or refund it. In line with article L221-15 of the French Consumer Code, we are not liable where the failure to perform, or the faulty performance of, your order is due to:

  • you, in particular a mistake in the number or operator;
  • the unforeseeable and insurmountable act of a third party to the contract;
  • force majeure.

The Service may be temporarily unavailable, for example during maintenance. Nothing in these Terms limits the rights you have under mandatory provisions of law.

10. Independence from the operators

IciFlixy is an independent service. It is not affiliated with Djezzy, Mobilis or Ooredoo, and is not endorsed, sponsored or operated by them.

The Mobilis, Djezzy and Ooredoo names and logos belong to their respective owners. They are used on the Service only to identify the operator of the line being topped up.

11. Intellectual property

The Service and its content (text, design, the IciFlixy name and logo, software) are protected by intellectual property law and belong to Massi Labs or its partners. Any copying, display or reuse, in whole or in part, without prior written permission is prohibited, except where the law allows it.

The operators' trademarks remain the property of their owners (see Independence).

12. Personal data

To process your order, we use in particular the number to top up, the chosen offer and your email address. How we collect, use and protect your data, and your rights, are explained in our privacy policy.

13. Changes to these Terms

We may update these Terms, for example to reflect changes to the Service or to the law. The date of the latest update is shown at the top of this page.

Your order is governed by the Terms in force on the date you placed it.

14. Governing law and courts

Governing law

These Terms are governed by French law. If you are a consumer living in another country, this choice does not deprive you, where the law so provides, of the protection of the mandatory rules of the law of your country of residence.

Courts

If no amicable solution is found, the dispute may be brought before the competent courts. As a consumer, you may choose either one of the courts with territorial jurisdiction under the French Code of Civil Procedure, or the court of the place where you lived when the contract was concluded or when the damage occurred (article R631-3 of the French Consumer Code).
